A presidential proclamation signed September 18 extends for 12 months, through September 21, 2027, a restriction on the entry of certain H-1B specialty-occupation workers unless the worker's petition is accompanied by a $100,000 payment, with exceptions the Department of Homeland Security may grant in the national interest. A federal court order currently bars collection of the payment while the government's appeal proceeds.
