A Postal Service final rule requires states to send federal ballot mail in envelopes carrying an election-mail logo, compatibility with high-speed scanning, and a barcode unique to each voter; to submit envelope designs to the Postal Service for review; and to upload voter information to a Postal Service portal. Noncompliant mailings would be returned to the state. The Supreme Court declined to lift an injunction blocking the rule while legal challenges proceed.
