A House-passed bill would bar members of Congress, their spouses, and dependent children from purchasing individual stocks, require public notice at least seven days before any stock sale, and set penalties of $2,000 or 10% of a transaction's value. It does not require members to sell existing holdings, and it includes a voter photo-identification requirement. The Senate is expected to vote this week.
